Development Co-operation Project No 348/2016 "Strengthening the institutional and operational capacities of the National Securities and Stock Market Commission of Ukraine"

The Project implementation period: April–December 2016 (implementation of expert missions: July–December 2016).

All the goals and results of the project were successfully achieved.

The overall aim of the Project

To improve the competence and operational capacity of the Ukrainian capital market supervision and to support the multidimensional institutional development of the National Securities and Stock Market Commission of Ukraine.

Additionally, the activities undertaken within the Project aimed to contribute to the Ukrainian and the EU approximation which was in line with the "Polish Foreign Policy Priorities for 2012-2016" regarding the Polish support for the accession aspirations and assistance in political and economic transformation.

Project objectives and results

To improve the competences of approximately 115 employees of the National Securities and Stock Market Commission of Ukraine in a series of 12 training and consultation workshops conducted by the experts of the Polish Financial Supervision Authority (UKNF). The Project was a continuation of expert support of Polish supervision for Ukraine and met the current needs of the capital market in Ukraine within training needs research conducted in collaboration with the Ukrainian supervision.

The scope of the Project

The Project covered preparation and implementation of 12 training and consultation missions within the area of capital market supervision i.e.: reporting on transactions, obligations of issuers, acquisitions, detection of crime, control, requirements for investment firms, the infrastructure of financial markets in the light of Directive MiFID II and MiFIR, compliance with corporate governance in supervised entities on the capital market, combating fraud, proceedings regarding imposing sanctions on the capital market, principles of international cooperation conducted by supervisory authorities and the area of application and implementation process of assistance projects. All the project activities were successfully completed in the Beneficiary’s country, Ukraine, Kiev between July and December 2016.

The Project was financed by the Polish development cooperation programme 2016 of the Ministry of Foreign Affairs of the Republic of Poland.
