Przewodniczący Komisji Nadzoru Finansowego Jacek Jastrzębski w dniu 7 czerwca 2019 r. w Waszyngtonie wygłosił referat podczas konferencji organizowanej przez System Rezerwy Federalnej, Międzynarodowy Fundusz Walutowy oraz Bank Światowy: „19th Annual International Conference on Policy Challenges for the Financial Sector”. Przewodniczący KNF wystąpił podczas sesji, której tematem była niezależność działania organów nadzoru w kontekście skutecznego i odpowiedzialnego realizowania ich ustawowych zadań leżących w interesie bezpieczeństwa i stabilności systemu finansowego.

Jacek Jastrzębski mówił o doświadczeniach w tym zakresie z perspektywy Komisji Nadzoru Finansowego oraz Urzędu KNF. Przedstawił opinię na temat zalet i wad wynikających z umieszczenia nadzorcy w banku centralnym oraz omówił kwestie związane z niezależnością organu nadzoru finansowego w kontekście zaleceń sformułowanych w tej materii przez Międzynarodowy Fundusz Walutowy, w ramach programu oceny sektora finansowego (FSAP). Przewodniczący KNF mówił też o wprowadzonych przez siebie oraz planowanych zmianach dotyczących funkcjonowania Urzędu Komisji Nadzoru Finansowego, mających na celu wzmocnienie niezależności organu nadzoru, w tym także o planowanej w UKNF inicjatywie związanej z zaproponowaniem nowych przepisów prawa odnoszących się do zwiększenia ochrony prawnej pracowników Urzędu.

On 7 June 2019 in Washington, the Chair of the KNF Board, Mr Jacek Jastrzębski gave a speech at the conference organised by the Federal Reserve System (FED), the International Monetary Fund (IMF) and the World Bank: the 19th Annual International Conference on Policy Challenges for the Financial Sector. The Chair of the KNF Board participated in a session devoted to the independence of supervisors in the context of effective and responsible performance of their statutory tasks aimed at ensuring security and stability of the financial system.
Mr Jacek Jastrzębski talked about the Polish Financial Supervision Authority’s experience.

He presented his views on the advantages and disadvantages of having a supervisor embedded in a central bank and discussed issues relating to the supervisor’s independence in the context of recommendations issued by the IMF after the Financial Sector Assessment Program (FSAP). The Chair of the KNF Board also discussed the changes he has introduced and the future changes in the functioning of the KNF aimed at enhancing the Polish supervisor’s independence, including the planned initiative to introduce new regulations on enhanced legal protection of the KNF’s employees.
